Is Vice City the only city in GTA 6?

The trailers show swamps and small towns too. Is the whole state playable or just the city?

The whole state of Leonida is the setting. Vice City is the main urban centre but there are smaller towns, swamps, beaches and an island chain in the south, similar in structure to how Los Santos sat inside Blaine County.
