Lucia is the first female lead in a mainline 3D era GTA. Earlier top down entries and spin offs had playable female characters in places, which is why the argument keeps going, but for the main numbered series she is the first.

GTA Online lets you make a female character too, but that is a created avatar rather than a written protagonist.
